PRERA representation on the Lambeth Area Board South

The Area Board is made up of Lambeth resident members and Council staff. It aims to monitor and scrutinise Lambeth’s housing management and contractor performance, undertake service reviews, and provide recommendations to senior Housing Management and Council Assemblies.

PRERA committee member MB is currently our TRA representative on the Area Board South. We are hoping to use our position on the Area Board to bring about improvements to estate services.

Purpose

The purpose of the Area Board is to evaluate and oversee the performance of housing management concerning estate services, contractor management, performance targets, and value for money. This enables the sharing of residents’ experiences and insights, and the identification of trends across the borough.

Members can question Council officers and contractors regarding their decisions and
performance. They can view and scrutinise Key Performance Indicator (KPI) statistics on
housing performance, and are empowered to challenge assumptions, by leveraging their
own expertise and that of their Tenant and Resident Association (TRA).

The Board can recommend formal service reviews to the Resident Engagement Strategic
Boards (RESaB), where further investigation is necessary.

The Board has the authority to issue ‘Notices to Act’ to senior management. This mechanism mandates responses to service or performance issues within a predefined timescale, to improve accountability and efficiency.

Areas of Focus

The Area Board meets 4 times a year. Topics of discussion include estate cleaning, rubbish
collection, grounds maintenance, tenancy enforcement, anti-social behaviour, repairs, and
damp/mould.

Board Membership Composition

Any tenant or leaseholder paying service charges to Lambeth Council is eligible for
nomination to the Area Board through their registered (Tenants’ and Residents’) Association
(TRA) or the Lambeth 500.

Each TRA may have one member and one non-voting observer, ideally with a balance of
tenures.

The meetings are led by a resident Chair and Vice Chair, elected by other resident
members. Lambeth staff, including Head of the Neighbourhood Housing and the Housing
Governance Manager, facilitate the meetings and action recommendations. A Cabinet
Member will nominate a councillor as a non-voting member of the Area Board.

The Area Board is made up of two regional boards representing North and South Lambeth. The Palace Road Estate is represented within the Area Board South.
